Well after a lot of work, I can say... It's perfectly possible!
This add-on I call Softwrap and is my approach to solve this problem, It took almost one year of work and research\trial and error to get working and it works!
I've been working on this project for a while and its finally ready for a release.

This is soo crazy awesome!! I want to use this to Retopo my car models, can u do a Car model Retopo Video?
I'm sorry but it was made for organic models, hard surface transfer might not work that well.
We're getting closer and closer to a point where (auto-)retopology process will be simple, quick, and fully-dynamic.
This looks more like some wrapping algorithm rather than a retopology tool. From what I've seen, I find it useful only if you already have a generic model with more or less same features, say, in a scenario where you have a couple scanned faces and a basic face model which you want to fit quickly.
Yup, you are right. Maybe our definitions for retopology are not the same.
It is indeed a wrapping algorithm, but I consider changing the polygons of a model to another pattern of edges retopology regardless of how it was done.
