The Blender Foundation has published the initial outline of the Blender Network project in a discussion document. With the Blender community and it's users maturing rapidly, there's a huge demand for professional services like training, coding support and 3d design. The Blender Network aims to provide a marketplace for these activities.

This is a great idea! We already hired one Blender artist to work with us on some projects because we started implementing Blender as our MAIN 3D Tool for Animation and Modelling. This will allow us to find more Blender Artists for hire in the Future.
