I wonder if you could apply this affect to a fluid simulation, bake the fluid, then duplicate it and add the different, did you ever consider using a hair particle system for the bubbles?
or should I say How easy would it be to apply to an actual fluid?

I have used only particle systems instead of the DupliObjects.
