Do you know how to bring in Dem files from the USGS I have a ton of dem files , it works in Vista Pro I think that the name of the program.
I believe there's a free GIS program where you can import all sorts of map file types and export them to black and white displacement maps for use in 3D software. It's been a while so I can't recall the name.

Not sure if this would work, but use Houdini Apprentice to create nice looking terrains with their awesome terrain tools, export images, use in Blender....
BlenderGIS is the free addon that allows you to easily import DEM and sat image files into blender. And has a working version for 2.80 as well.
