Knife tool + Z -> cut loop -> G(x2) + E + F (if needed), is what I usually do.
try:
1 -> select top vertex -> ctrl + B -> V
it is more quick!
Easiest 1-step way: Select the bottom Edges of the cone, then press Shift + R and slide the new Edge Loop in place.
Done.
Edit: it's Ctrl + Shift + R
