Apparently someone else did something similar some time ago which I wasn't aware of: see Blender Artists topic here.
I didn't look at it yet, but maybe someone could merge the best features of both.

Now, if there was only a way to have topological brushes similar to the connected proportional editing tool in edit mode... Alas, I cannot code.

Looks a really great addon but it doesn't seem to install on 2.79b Windows 7. Unless I'm doing something wrong.
