So to try to respond to this problem, i wrote an addon which takes place in the (wait for it) toolshelf (:D) under the Tools category. From there you can easily hide/unhide these categories, reorganise the thumbnails, hide/unhide specific panel in a category (like Transform under Tools category) !
These are the basic functions ! there is bonus features, like presets abilities, pin option for the categories, copy to scene functions and see details options for specific panels.
