Alimayo Arango creates a cell shaded character in Cycles.
I'll show you how to make a character look like Anime in Blender 2.74, and set up materials and apply "Freestyle" lines to the character's face, eyes, and hair. One light is used and is shown how to be positioned to obtain the anime look. Some eyebrows are also very quickly show how to be modeled.
This is about a half an hour tutorial where keyboard shortcuts are spoken aloud as they are selected as well as being displayed on the screen.

First you need a character, which looks like a anime....
I'm sorry, but that's horrible. There are numerous artists on deviantart that do much better work bringing anime to 3D. Like primantis, tetsuok9999 and others. I know this one tries to imitate drawn anime, but it's bad. Like, VERY BAD.
it's cartoon style. not Anime like.
Also agreeing with the comments above... it says "IN CYCLES" and it's done with blender render... please.
I think I can settle for referring to it as being in the "uncanime valley" for now.
