I've made the mouths in Blender 2.57 as a 100-frame animation. The app then measures the speaking volume and animates the mouth appropriately.
I made heavy use of the built-in node editor to tweak the look of the mouths. In the end it turned out to be a fun little project. You can find it in the App Store.

What about Android?
Love it! Really cool idea. I'm curious to see it in action now. Hopefully it takes off so you can get some much deserved cash for your efforts :)

Geico Commercial APP FTW.
We'd love to do an Android version. Unfortunately it's too much of a hassle with multiple screen sizes and resolutions, and we'd need to rewrite in Java. It's also way harder to test with all the custom OS versions and hardware variations.
