Please, can the developer create a light version of Blender in its new release so that any device can open it and does not require a high-end graphics card?
You don’t really need a high end graphics card unless you create and render complex scenes. Making a ‘light’ version won’t magically allow you to do high-end work on low-end hardware.
The new version of Blender doesn’t open at all with me.
It sounds like your graphics drivers may not support the latest OpenGL version – see here for the requirements:
