It is no secret that Blender's particle and hair systems have served the software well over their lifecycles, but are now starting to show their age. The new system will depend on a revamped curve system, which can be easily added and sculpted before being manipulated with Geometry Nodes. Check out my demo "Suzanne Jones" in the video below:
While the new hair system is already quite powerful and very fun to play with, it is still at its very early stage and is in heavy development, and for now, is hidden in the experimental tab in the latest Blender daily builds, which you can download from the link below:
