The 'Primitive Add' function is a new tool which is currently under development in Blender 2.91 Alpha. You find this tool in the tool bar in Object & Edit mode here.
'Primitive Add' is some kind of a freestyle tool which let you create primitives with two clicks and without any menu or shortcuts.. at least at the beginning.

I haven't seen any measurement featurs so far. I hope they will implement it or they already have but I haven't found it yet :/

Sadly they removed it from Blender 2.91
It is again available in 2.92!
Phew! That thing is the best thing since sliced bread!
I downloaded 2.92 Alpha for this very tool. Sadly, it is not there either! -- or am I overlooking something that needs to be clicked/selected in order for it to show up in the menu? (The Add Ons in Prefs does not offer a solution).
I hope it comes out in the official version of 2.92.
