Create this Ghost in the Shell style effect with Blender cloth

In this tutorial I show you how to use cloth simulation in Blender 2.80 to create this effect from the Ghost In The Shell title sequences where some white stuff peels off this girl's face.

  1. I'm using a different (full character) object for this, and have no flakes appearing..
    Can this have to do with a difference in scale, (or) is there some specific setting I should try play with?
    I followed all the steps, and think I'm on the right path.
