Freestyle isn't even necessary if you want the pixels, just turn off anti-aliasing and use a wire material. See the scene and material tab in the tutorial.
It's mostly done by placing and extruding vertices on the grid, duplicating a lot, using the spin tool for the clouds and animating the waves (because I'm putting an animated version on my Instagram) with a "repeat with offset" modifier, and moving some keyframes for variation.
