The file you see in the video was created by me. The models, shading, animation, and node comments, were created to show the BASIC set up to create an Itano Circus Anime effect in Blender. This file was created in 2h as well, for technical demo purposes.
By the time you see this, Blender will have new nodes that will make the procedural curve IDs INDIVIDUAL objects to which you can write properties to. This way you can add noise and curve lengths totally randomly, as demonstrated in this video.
