Create 2D Anime Rain effects using Grease Pencil in Blender

I guess if you clicked on this video, you want to learn how to make #anime rain effect.
A good thing about #greasepencil is that you can use them in 3d space so I was reusing this animation in many shots of my Batman animatic. And now you can do that too and have it forever. I tried my best to make this beginner-friendly tutorial, but you need some basic navigation knowledge in Blender.
