Adobe recently created a free add-on that allows you to easily load any of the 300+ free materials shared on the Substance community page in Blender, with all the parameters as sliders that you can change in a tab in Blender. It’s pretty great! You should definitely try it out. You will need an Adobe account, but that’s also free. No subscriptions needed.

Do you end up with a permanently downloaded material? I doubt I can use it at my place of employment if it's hardwired to the internet.
You don't have to connect anything to the internet. The internet is only used to download the files onto your computer, and optionally to update the tools. It's just a regular file download, same as if you downloaded a .blend from blendswap - the material isn't connected to the internet or to your adobe account (the free account is only required for downloading them).
The sbsars don't have to be from Adobe, either. They can be sourced from other places, like gumroad.
