Grease Pencil Layers get Local Transforms

Blender Grease Pencil Developer Antonio Vazquez proves once again that he is not only a great developer but also a man of the (animating) people, implementing the user requested feature of Local Transforms for GP Layers.

This new feature, slated to appear in Blender 2.93, greatly improves the speed of certain animation tasks in Grease Pencil by allowing GP layers to be transformed locally. This means that GP layers containing animations can be easily manipulated and transformed, allowing for quick transformations on the overall animation.
