Pablo “New Feature Master” Dobarro has just added a patch allowing to lock the rotation of HDRIs in Material Preview while in Sculpt Mode. This features comes as an option that, when toggled, rotates the HDRI to follow the view rotation.

This allows for the usage of any EEVEE material for sculpting, since the HDRI lock lets the material behave like a matcap, without it reacting in the viewport to rotational changes when an HDRI is applied.
This comes with a slight performance hit as the HDRI is constantly rotated to match the viewport, but tests run by Pablo show that there were barely any noticeable slowdowns with this feature turned on.
