It's a shame that freestyle behaves so chaotically from frame to frame. In one frame it looks pretty well but doesn't work that well on animation
freestyle is fairly easy to tame, you just have to know (ie: read the manual) which style modifier has temporal coherent
I guess that mainly due to settings. it has many settings. Have you tried the defaults? I believe they show quite steady lines. This video also explained how he got that scribbled effect.

Do you know who created Freestyle? Do they still develop it?
It has not changed at all for several years, and I have heard people talk about another tool that may replace it?

Freestyle is mainly maintained by the Blender core devs now. T.K. no longer has much involvement in the project anymore.
I wonder if it would speed up rendering of each frame if they did the texture overlay in post-work. I think it would render much faster and should give about the same effect. Did you guys try that?
Rendering the base only took 1s per frame, freestyle is about 12s per frame. that is with face smoothness ON. Paper texture, 0.04s per frame.
I recall someone saying that Freestyle only utilizes on CPU when rendering as opposed to the other renderers which utilize as many CPUs as there are.
Do you know if this is true? If so, it would be nice if Freestyle were multi-threaded to make it faster.
