The SnowFX tool is back & includes many improvements for Blender 2.81+

You can now paint snow onto your object instead of generating the snow automatically.

Snow generation/painting isn’t the only thing this tool is capable of, it includes a Snow Editor which lets you alter the shape & look of the snow after applying.
