Create this Ghost in the Shell style effect with Blender cloth

  1. I'm using a different (full character) object for this, and have no flakes appearing..
    Can this have to do with a difference in scale, (or) is there some specific setting I should try play with?
    I followed all the steps, and think I'm on the right path.
