This add-on looks amazing!
I installed it but I can't find it in the UI now :(
According to the add-on info it's supposed to be in View3D > Mesh > Mesh Tools Panel > Optimize Tools.
By this "View3D > Mesh >" I understand the Mesh menu. Except you won't find a panel inside a menu, as the next step is "Mesh Tools Panel". So it can't be right.
Unfortunately your video example uses Blender 2.79.

Hi' it's moved to mesh -cleanup or mesh-delete menu now. Sorry didn't update the descriptions appropriately probably everywhere.

Correction:
It's both: Clean Up and Delete.
Btw, maybe just for greater transparency, for those that don't know: "OptiLoops" is the same as "Optimize loops"
