A long time ago we've started development of 1D_Scripts - a set of concepts of tools, that can increase Blender usability in a practical way, including CAD.
Recently, various tools, such as 1D_Scripts and NP_Station, belonging to this industry, have been combined into a single concept - a B.A.S.E. concept.

Neat features! The snapping is what drew me to this and I find snapping in Blender nothing short of perplexing. About 40% of the time I can get "something" to snap where I want it snap on the first try. Usually I have to maneuver the last few ticks to get the two to match. Would've prefered to snap though. Question on 3 point snapping. In your video the two buildings were the same height. What would've happened if one building was taller? Use 2 point snapping, right? Makes sense to me. Additional considerations you'll want will be to have things relative to midpoints, rather than vertices.
Some tools might be more useful as part of the modifier stack rather than a destructive workflow, however, that's inherently limited, too.
E.G. I can't create a plane, use a modifier on select vertices, and then have a second modifier modify select vertices that resulted from the first modifier.
At least, not yet.
Oh, man! I've been waiting for proper snapping system in Blender for years! I hope we can get this and more (e.g. snapping to mid points of edges and 2D snap) in Blender soon. Maybe I can finally ditch 3ds Max for good. So excited!!!

This proposal took a while - research was started in 2012. A lot of concepts were made during it's production, a lot of developers participated there.
It was made as a feature request for better snapping core development, that was started 1th June 2019.
It's task list includes mid and perpendicular snaps already.

What blender always neded is planar slice tool, for reference something similar to one in Modo. It really helps for smooth hard surface modelling workflow.
