Wow sweet, i saw this post yesterday and had not read the description very well. I thought it was done using Freestyle.
I really like this style and the original Artist makes such cool things. I went looking at his Youtube channel. He makes really awesome VR art as well

This is a fantastic use of Blender. If this picture was printed on heavy art paper, framed, and displayed in a local gallery, I'd never guess Blender was involved.
