On GitHub head over to Releases and download the latest release. Inside the zip file you'll find another zip which you can add to blender's add-ons (Edit->User Preferences...->Add-ons->Install Add-on from file...).
This is work in progress, as is Blender 2.8.

I installed the addon, but can't seem to find the nodes. Where are they?
Under material properties there is a Eevee Toon panel. Append the nodes.

Then you can find the nodes under Add>Group
It works really well in blender 2.91 .
It must rely on the sample.blend file being in a particular folder because when I click the buttons the groups aren’t added to the menu. I’ve seen the groups when I open the sample, but that’s the only way to see them unless I manually append them.
Thansk for sharing ! I'm looking forward highly customized EEVEE shader nodes which are similar to 2.7x internal render for stylized rendering,such as lamp vector (dotproduct with normal vector)lamp colorlamp shadows... Hoping for updating !(Now the addon seems didn't work in latest version of 2.8)
True with newest version of blender addon doesnt work :(
