Mhhh don't look like papper at all but displacement can be useful for some stones.
In my opinion I believe it looks like a crumpled piece of paper, but that is up for debate.
Your idea for using the displacement for stones does seem very interesting. I was playing around with the same displacement texture as well, and I think you can create a fairly realistic aluminum/tin foil image just by replacing the material with a single glossy shader with a low roughness.
