are you sure it is a free addon? on blender market is listed as a paid one...

as far as I know some of the addons found on blendermaket can actually be downloaded for free from the respective repositories but if you wish to support the developer, you may want to purchase one - think of it as a replacement for the missing 'Donate' button at github (:
In Blender 2.49 there is a Draw where one could make panels also a BGL these are not in ant Blender version after 2.49. I found a midi controller to Animation Python file but I can't convert it to work under the newer versions of Blender.
