Yes, MoSketch does that, not with bendy bones but with bones chains. Looks very cool on their demo, hope we can get the same result at some point ;)
With more bones, Mosketch can do this too. But the skinning could be a nightmare ^^
Could this be further developped and combined with other tools to basically cut and paste people's expressions from live video onto computer animation characters? With almost no to no manual data cleanup?

Not exactly since Animation Sketch is focus on deformation of Bendy Bones, not really posing multiple bones at once (that's a stretch goal). Also I'm not sure that Joshua is still developing it, article is dated from more than one year ago.
According to this blenderartists thread there hasn't been an update for a long time because hes been busy with his thesis paper : https://blenderartists.org/forum/showthread.php?413360-Are-Blender-character-animation-tools-getting-outdated

Other related posts on his blog say that he plans to implement bendy bones, but it seems he has a lot of other tools he wants to work on as well. Maybe you can contact him and help with with his sketch pose work.
Thanks for the links, yes it would be nice to have that sort of tool within Blender (the bendy bones deform and multiple bones pose which looks really good), but I guess Joshua will be also quite busy with 2.8.
I will see once the add-on is on better shape how can we put it inside Blender.
