I have a LONG history with Blender - I wrote some of the earliest Blender tutorials, worked for Not a Number and helped run the crowdfunding campaign that open sourced Blender (the first one on the internet!). I founded BlenderNation in 2006 and have been editing it every single day since then ;-) I also run the Blender Artists forum and I'm Head of Community at Sketchfab.

but why?
I think, maybe, this will also work with the "Blender Cloud Addon" they are working on.

I have desktop and laptop PCs at home, and another desktop at work. If I could store my personal projects in Blender Cloud I won't have to care about keeping all three PCs in sync. Even using Google Drive to store/sync the project is an extra unwanted step. But when Blender is able to read/write projects directly to/from the Blender Cloud, we'll have a full Blender-capable cloud storage system.
This sounds amazing!
However, from what I have seen, one needs a "subscription" (Academic, Freelancer [50pounds], Corporate[250pounds]).
Don't get me wrong, is not that I find it unreasonable. But I do think for the sake of respect for everyone's time this should have been mentioned at the very least as a "by the way..." kind of information.
I haven't seen those prices listed before. Where did you see them? Blender cloud membership is listed as €9.90 a month: https://store.blender.org/product/membership/
I wish I could find them again. Somehow I lost the page, and I can't recall the exact links I followed. I saw the one you mentioned when I tried to find the other ones.
Are you thinking of the prices of attending the Blender Conference? Blender Cloud has always been €9.90 as far as I know...
I think those are the Blender Network prices.

Blender cloud membership is only 9.99, as Ray mentioned.
Will it also be opensource and can we self host?
Perhaps with a Federated login type setup? If so, It's a great evolution of Blender to be able to collaborate easier with others.
Otherwise NO, PLEASE, JUST NO, it's a step backwards from the point of Open Source.
Or start a separate business, don't use "Blender" in the product name, and best wishes, (sincerely) I'm sure it will be worth it to someone.
I do contribute to Blender when I can, BECAUSE IT IS FREE TO EVERYONE.
I don't like the idea of contributing to build up a commercial service with no free option.
