The new normal editor will be included in the upcoming 15.06 release of Blend4Web, which will be come out later this month. The editor's interface has been changed significantly to improve usability.
We made it possible to use this awesome tool not only for creating Blend4Web content, but also for general game development workflow.
You can try it in action right now - login to the Blend4Web site and get the developer preview version from the downloads page.

Is this editor available only for Blend4web users or can someone use it to change the normals of a model and then import it in say, Unity3d??

So I assume you will be able to use it in Unity as well. Just download their build and try it :)

Could someone explain to me what are the uses of editing normals like this ? And what was done exactly in the tree picture ? Is that image-textured leafs, or is it emitting leafs particles ?

I had never considered editing the normals on a low-poly tree before! That hides the polygons significantly!
I was disappointed with the new normal editing features in the latest version of blender. This is exactly what I was hoping it would have. Wonderful!
