Thought about this modifier some days ago. Big thanks to developers! Probability slider, 'loose parts' checkbox - it seems to be very well composed.
It looks promising for ground covered with leaves as well. I wonder of you can animate that floor setup to show each component rolling and translating to simulate wind suddenly picking up. If sliders are added for velocity and acceleration it should prove very useful for animations.
Perhaps all these new features could be appended into the current Displace Modifier instead of adding a new type.
Either way, It will be a very welcome addition.
