Very important point here: can multiple armatures connect to each other in a object relations sequence? It would be great to have a single head/body armature, and then be able to attach wig armatures to it dynamically. This would really make underwater and wind hair effects work easily, and all is needed is a UV alpha map for the strands.
You could convert the hair to curves instead and rig it that way
Polygon hair never goes out of fashion. Particles are in vogue but polys are timeless and an give some great, controllable and flexible results as well as faster render times.
