The BlenderGuru has published a series of 5 tutorials on weather effects: rain puddles, snow, rain, lightning and heat distortion. All tutorials come with Blender files.

We have that all the time in Scotland, it's called summer :)
They are all great tutorials. As I already said on Andrew's site, his tutorials are always inspiring for me, and they give me the urge to experiment about things that I wouldn't have necessary considered otherwize.
As a "Thank You", and as a complement to this serie, I have created a setup (in Blender 2.49b) that I call "Ripples Maker".

These tutorials are great. I haven't ever found a good tutorial on how to create weather in Blender and know Andrew does it all in one month :) I really liked the thunderstorm
