Since the version tracker is a new thing we've just gotten the rules straight. For version updates of scripts/plugins/other software that we've already posted about we'll put the version updates in the version tracker. For previously unposted stuff, we'll have a main page announcement and a version tracker entry. From then on, any new version of it will go directly to the version tracker. As we've already posted about Blend2Pov (see Python Scripts section of Blender Nation) we're placing it in the version tracker.

This will prevent re-posts of topics already covered in depth so we can focus on newer topics.
