I think it possible to change modifier settings from multiple objects at once by selecting all objects and clicking ctrl+L.
This add-on has potential, but the basics are already possible in Blender simply by alt-clicking a property to change it for all selected objects (works with modifiers too): http://adaptivesamples.com/2016/01/06/cif-18-alt-click/

This sounds like a good add-on. I agree that the basics might be available in Blender by default, but they are too dependent on hotkeys. Making a simple interface option in a location that makes sense is a big improvement for discovery and ease of learning.
It doesn't seem to support adding and deleting modifiers.
