Yes, locked to 90° street intersections. Arbitrary street angles will be added in a later version. Elevation change is possible over a terrain, but nothing can be built on slopes.

Can this take data from google maps and import it ? I'd like to make a 3d copy of my city.
There was something similar a few years back that could but I think that project has been abandoned.

no, SceneCity cannot take data from GoogleMaps. I thought it isn't possible to extract raw data from GoogleMaps... I'd like to know how to do it, so I can implement this feature! My research on this topic gave nothing...

You might have more luck with Open Street Maps? Although their data is probably not as complete as Google's.
