Blender's cloth simulator works great on thin structures, but not so well on thick materials. David Radford found a good approach to solve this.
I recently had a project that required a cloth simulation on a very thick mesh. With the standard cloth settings, this was impossible. I had to find another way. A simple combination of Solidify and Mesh Deform modifiers did the trick.

definitely adding this trick to my toolbox. i've used this technique for armatures but never for cloth sims! now i just wish there was some technique to drive particle hair with simpler cloth sims.
Let me give that some thought.... Good idea btw :)
